Using the rating conversion for haste from EJ forums, consuming a five-stack of Twilight Revelation results in:
5(363)/128.5701 = 14.1168 % haste
Almost as good as Icy Veins.

Considering an arcane mage with the new AB@4 stack resulting in a base cast-time of 1.95sec, with a hypothetical 20% haste (AB = 1.625sec cast time), consuming this proc results in an AB with a cast time of 1.45seconds. To get five more stacks at this cast time, it takes about 7.25 seconds. If there is no internal cooldown, this buff can be chained.

...Quite the powerful trinket. Veritably drool-worthy.

Well, the equip effect on it is similar on the Muradin's Spyglass's one, the main difference being the time required to set it up (5 secs against 10 secs) and the time the buff stays on you (15 secs against 10 secs). That said, ignoring the sheer values of spell power provided. Since the buff lingers longer and the activating time is faster, this trinket is about 435 passive spell power on raid environment.

About the haste proc, as JitaWatson said, 14% is very good for a use trinket and, if it has no internal cooldown, in under 2 seconds you'll have 435 passive spell power all over again.
