Seems the flavor text is a reference to a show called "Reaper". The main character was tasked by the devil to return escaped souls back to hell using vessels that would range from a hand-held vacuum to even an 8-track player. A recurring joke was the uselessness of the vessels against the abilities of the souls, such as a hammer to catch a teleporting soul or a Zippo lighter to catch souls that can go through walls.

Given this vessel, it's a miracle we can even complete the quest.
