This also has a chance to drop from the rare Spriggin. As of this posting he's not even listed in the Dropped By tab.

Really high drop chance from the fishermen. I pulled 6 mobs, and they ACTUALLY dropped 6 of the maps. Takes 1 minute (or less) to farm. :)

Attention! The Map does drop off all those mobs listed. I was farming them for a hour and didnt get it but then I checked my inventory. You have a higher chance to get it if you do the quests around the area for that spot. The ones where you have to free the fish, and kill the hozen. By doing these its a higher chance to drop.

If you have farmed here or are going back to do loremaster and can't get it to drop.. Make sure you check your bank. I waisted 30-45minutes when it was sitting in my bank >:(

2 of these dropped for me from the villagers ;_; i must be really lucky, says its about 1,6%

One important thing to remember: You can only get ONE of these items! Once you have one/have completed this quest then you can't get another one. Basically, this means you can completely ignore the drop rate listed on any site anywhere.

Secondly, there may be a pre-requisite quest before this is even capable of dropping. I will look into this and get back to you.

Not sure how this isn't mentioned yet, but this is the item needed to start the very short quest to get the La banane d'or toy!

I killed Spriggin (the nearby rare) and didn't get the treasure map; but the first Fish-Getter I killed dropped it! More than likely a great drop rate for the map, and I got the treasure on the 6th dirt pile as well, so all in all really quickly done. As such, this should be a rather easy toy to grab, for those of you who are collectors and didn't play during MoP!

There are a couple comments here stating there may be a quest prerequisite for this map to drop. The only questing I've done in this zone are the bare minimum storyline quests for Zhu's Watch for the Masque de Ken-Ken toy, The Incursion, Temple of the Red Crane, and the single Le chef de raid Slovan quest for the Crachoir de Chouchen toy. Another commenter stated they hadn't quested in this zone at all. I highly doubt there's a quest prerequisite :)
