While not certainly clear, Mana Gems are affected by . This means: The more haste you have, the more mana you gain from a mana gem.

I did a little experiment. (With Glyphe carbonisé)

My mage has 23,10% haste.

Without Distorsion temporelle , my mage gained around 9065 mana per tick, at 6 ticks in 6 secounds. (54390 mana)

With Distorsion temporelle , my mage gained around 11500 mana per tick, at 6 ticks in 6 secounds.
(69000 mana)

I did a little bit of math and came to the conclusion that 1% haste means 1% more mana from a mana gem.

So when Distorsion temporelle is cast, you gain 55575 to 61425 mana instead of 42750 to 47250 mana.

Tl;dr: Time your mana gem with haste cooldowns and Distorsion temporelle to get the most possible mana.
