You get this item after selecting a dialog with Farmer Fung, he can be found at either Halfhill or his House at 48,33, depending on what the dailies for The Tillers are. It is a requirement for the quest The Beginner's Brew.

For those of us, not fans of coordinates you can find Farmer Fung at either Halfhill or near his house.
Look at the map - just north west of Halfhill (and north east of The Heartland) there's 2 houses. Farmer Fungs' house is the right one.

The coordinates for Farmer Fung are correct. He is standing on a stack of what looks like hay. Without coords, you need to fly north-northwest from Halfhill. That means not due north and not north-west. Its between the two if you want to look at a compass. In addition to the water tower, he is near the barn/building with the prize yaks, and near Gardener Fran, the crazy lady who makes you run everywhere watering her plants.
