Found one of these inside of a Fortuitous Coffer, inside of a Trove of the Thunder King.
Read it since it was.. well.. readable and it was a common item. Wanted to check and make sure I didn't need it after that, so came here to see it was part of an achievement.
After reading it, it's able to be sold to a vendor - which is precisely what I'll do for another 5g 54s and 2c beyond what I got from the trove and coffer.

Edit: The sell price I originally listed was what it was worth to a vendor at the time I wrote this. So it seems they "nerfed" the sale price. Go figure. XD

This dropped for me on the Isle of Thunder. It's purple and is shorter than your average yarn or tale.

You can safely vendor this item. Looting the item is what counts towards the achievement progress, and it's not required that you keep it.

You do not get credit if the book is traded or if you purchase it, only if you loot them.

I'm an alliance player, and have been farming my Black Prince reputation in Zeb'tula (north of Stage 1 Isle of Thunder). You will find Zeb'tula Spearanger's that throw spears as long as they're above 50% health, and Zeb'tula Alchemists that, when pulled with a large amount of them, can do a fair amount of damage with their thrown potions (which I noticed could not be interrupted).

There is also Zeb'tula Beastcaller's who patrol with two or three dino pets.
And of course the Zeb'tula Stoneshield's who go into a Barrier Stance, and take less damage from the front.

I have not farmed in any other locations besides Zeb'tula as no Horde were around this area. Also, this is a great location to farm Clé du palais de Lei Shen. And if you're really into it, use a Potion de chance to make it worth the while!

It seems that the highest drop chance for this is Coffre inespéré, which is looted from Trésor du roi-tonnerre

So once we deal with Lei Shen, Zul will remain a loose end. Blizzard must have something else planned for him.

the 1/19 looks like tainted data from surounding conscripts in my research and endless grindings for these books, so far i have downed this guy but only 1- times 440 dinomancer and like 500+ prospects and got 5 blood 2iron 2 fray fnnaly a waterlogged, still waiting on torn...

Both Sparkmaster Vu and Foremaster Deng gave me a book each. I imagine Haquin will give me a book someday too. Those mogu just love to read I guess.

I got this from killing a boss on which droped a chest which I could open, when I opened, which then I got gold and Incantation de Vu

What the book says it self!

I take back everything I said about this
place. When Zul landed us on the northern
shores of the mainland, I thought this was
the promised land, the salvation of the
Zandalari. The fishing vilages fell easily.
Nobody put up a battle 'til those dark ones
came along - the "Shado-Pan." They don't
stand up and fight. They come at us from
the trees. Sometimes I swear they walk
through walls. Always behind us, always
out of the corner of our eyes - never
fighting from the front.

Once we had that old mogu king's corpse,
we were out of there. Mogu, mogu, mogu. I
could see why Zul wanted them as out
allies; I saw the glory of their ancient
empire firsthand when we fought our way
through the valley of emperors.
But that was weeks ago. Now I'm slogging
through a swamp, digging up statues in
the rain/ the mogu look down on us. I can
see it, at least in the ones that have eyes.
some of them are just stones, with stones
for hearts and stones for brains.

They're using us. But Zul says they'll keep
their word once they're in power again.
And Zul... he just seems to KNOW things.

............................................................finally got this damn book.

This is easily the hardest one to get. The others drop left and right - I know because I've been slaughtering these trolls non stop for 2 hours sessions at Za'Tul for a couple days.

I finally got it off a Beastcaller.
