These parchments allow you to purchase Insigne de l'offensive du Kirin Tor and Insigne supérieur de l'offensive du Kirin Tor, at a cost of 1 and 10 of the parchments respectively.

These items can be redeemed at your respective quartermasters that are located on the boats that you begin the quests from. If the boats are no longer accessible on your server, Stage 2 has begun and the quartermasters have moved to the new Kirin Tor/Sunreaver camps where you begin your dailies for the day.

For alliance, you're looking for Hiren Chanterite. She is located on the second level below the main deck of your boat in Stage 1, or at the Kirin Tor Camp at Violet Rise in Stage 2.
For horde, you're looking for Vasarin Rougematin. According to a screenshot, he seems to be located on the top portion of the boat in Stage 1, or at the Sunreaver Camp at Dawnseeker Promontory in Stage 2.

As Melorand pointed out (thanks!), they can also be redeemed by either faction near the entrance to the Throne of Thunder raid at Approvisionneur Bao.

Additionally, as indicated in another post, but for the sake of being thorough, they allow you to purchase either Insigne de l'offensive du Kirin Tor and Insigne supérieur de l'offensive du Kirin Tor or Insigne de l'assaut des Saccage-Soleil and Insigne supérieur de l'assaut des Saccage-Soleil (alliance and horde, respectively) from your quartermaster. They are purchased at the same rate (1 for 25 rep, 10 for 250 rep), so there is no discount for saving them.

Those parchments drops are inside Chests inside solo scenario wich is accessable after getting Clé du palais de Lei Shen.
I got 18 of them by one 5 minutes session.

Keep in mind that Insignias, both Horde and Alliance, are Account Bound so you can farm key on every alt and raise your reputation very quick.

I have a plan for these parchments. Save all I get until I hit revered.
Buy the Grande recommandation de l'assaut des Saccage-Soleil .
Then mass turn in all the parchments that i have obtained.

assuming you get 100 parchments within 3 weeks then you have an extra burst of 5000 rep to get through revered. Have a happy time lessening your time to exalted:D

These parchments will no longer be obtainable unless you have a Clé du palais de Lei Shen lying around in your bags or bank somewhere. As the keys are no longer obtainable from mobs on the Isle of Thunder, the only remaining source of your faction's insignias is from the Arcane Troves/Sunreaver Bounties.

Edit: These can still be obtained in Legion for any character, and more can be obtained for rogues that have the order hall advancement Le caveau activated in The Hall of Shadows. Simply turn in vault tickets (Or Sou fétiche de Marin Brouillecaboche) and pick up the Sparkling Set of Keys from the wall when Marin allows you to.

In Legion rogues will be obtaining this in bulk hunting the Subtlety artifact hidden appearance. Mind that the rep items are not entirely useless even if you have an Exalted character with this rep: you can get the rep up to Honored of three characters with a different armor type to buy the belts for the Wardrobe. As the difference per rep level is just 15g/belt, I would just get the characters to Honored, buy the belts (or not, the rep is permanent) and sell these from that point forward, this is more profitable than getting reps up to Revered or Exalted.
