Azshara's Role in the Dark Inquisitor Xanesh Ny'alotha Encounter (Spoilers)

We first saw Queen Azshara in the 8.3 Developer Preview and today we got to see that area in the Ny'alotha raid. Queen Azshara has some unique RP that takes place before and after the Dark Inquisitor Xanesh Encounter.
Story Spoilers
Intro
When you first enter the room, you start some RP between the boss, Dark Inquisitor Xanesh, and Queen Azshara.
Dark Inquisitor Xanesh: Submit, Azshara! Beg forgiveness for your failure! Your betrayal!
Queen Azshara: Impudent underling! You will... address me... as queen!
Dark Inquisitor Xanesh: Insolence only prolongs your agony! You will break, or I will carve out your defiant tongue!
Queen Azshara: More likely, Xanesh... Azeroth's champions... will be the ones... to silence you...
Queen Azshara: Release me! Only I possess the means of defeating N'Zoth.
During Combat
During the encounter, Queen Azshara has a couple of roles.
First, she is the center obstacle for the
Rituel du Vide
mechanic, where raid members have to play soccer with a
Orbe du Vide
to score it in the goal on the other side of the arena without the Orb hitting any obstacles.
Secondly, she is
Tourment
periodically by the boss causing her to create unsafe areas that players much dodge out of. She is also in
Angoisse
, making her pulse AoE damage for the length of the encounter.
After Encounter
After defeating Dark Inquisitor Xanesh, Queen Azshara is freed and Wrathion and Queen Azshara have some RP.
Wrathion: We fulfilled our end of the bargain, Azshara. Now honor yours.
Queen Azshara: Mind your tone, whelping. A queen keeps her promises. Listen closely, as I will only say this once.
Queen Azshara: For all his bluster, N'Zoth was ever the weakest of his kin. One vestige of their power yet remains that can be turned against him.
Queen Azshara: I would have driven this blade into his foul heart myself... had you not disrupted my plans.
Queen Azshara: No matter. Xal'atath is yours, mortals. Strike true. Should your first blow fail, you will not survive to attempt another.
Queen Azshara: Now go and do what you will. I tire of intermediaries and heralds. The true throne of power beckons, and I intend to claim it.
Wrathion: Azshara has a fondness for games. I will examine this dagger for signs of treachery. But for now, let us continue.
During this RP, Queen Azshara tosses Xal'atath into the ground near Wrathion before explaining what she was planning to do with it.
She then Void portals out of the area.
Analysis
Azshara surviving both the Eternal Palace and Ny'alotha raids opens up many exciting questions and possibilities for her future. We last saw Azshara yanked away into the Void in the
Eternal Palace cinematic
, and it was unclear what her fate would be. While she appeared to work with N'Zoth to willingly free him then, she looked scared when taken away, implying there was more to the story. Now, Azshara is being tortured by Dark Inquisitor Xanesh for betraying N'Zoth. Here we can see how persuasive and charismatic Azshara is--we tried to kill her last patch, and now we're helping save her.
Azshara refers to the "true throne of power" when leaving us, and one has to wonder what it could be--is it Death, similar to what Sylvanas seeks, or ruling the Black Empire herself? Should Azshara interpret "At the hour of her third death, she ushers in our coming" as a prophecy about herself, which could be plausible as she's incredibly egotistical, she may want to prevent her death to thwart the rise of other Old Gods. It's also interesting that Azshara acted as N'Zoth's loyal queen for 10,000 years yet believes there are higher powers beyond N'Zoth. She could also view Sylvanas as a threat to her power, and now seeks to investigate Death and seize that power for herself.
The role of the Blade of the Black Empire is also quite curious. Based on the
datamined cutscene
, we do not use the blade to defeat N'Zoth, instead relying on the Engine of Nalak'sha to power the Forge of Origination. Yet here is Azshara explicitly telling us how to use the dagger to defeat N'Zoth. Why do we ignore her advice?
Do we ignore Azshara because we sense she's lying to us and loves games? Or is the blade simply a ruse, devoid of any real power and solely a rumor planted to motivate Azshara to free N'Zoth? Azshara did nothing to free N'Zoth for thousands of years, then moved quite suddenly in Battle for Azeroth. While the blade was a source of great destruction when Xal'atath was entrapped in it, it's unclear if Azshara knows if Xal'atath was freed from the blade earlier in BFA, as she still refers to it as "Xal'atath" instead of "Blade of the Black Empire." Meanwhile, the actual Xal'atath is separated from the blade, last seen stepping through a Void Portal in Crucible of Storms.
We've datamined
Xal'atath
NPC on the 8.3 PTR, so it's possible that Xal'atath could make a reappearance. It's unclear whose side she'd be on, whether she'd hurt or help Azshara--she's grateful to N'Zoth for her freedom, but
may
possibly be a lesser Old God entrapped for millennia, which would breed resentment. The in-game book

does refer to

Old Gods, not the usual four, which furthers the theory Xal'atath could be an Old God. Azshara and Xal'atath surviving could ensure the continuation of the Old Gods storyline--perhaps either of them, or both, will try to revive the Black Empire now that they are free from imprisonment and servitude.
At BlizzCon 2017, Azshara was compared to Gul'dan, interpreted at the time as an equivalent mid-expansion boss. However, with Azshara alive, she may also parallel Gul'dan in serving a key role across multiple expansions. Gul'dan was first seen in Warlords of Draenor, building the Iron Horde before ultimately escaping through Archimonde's portal to our main timeline, opening the Tomb of Sargeras, summoning the Burning Legion, and stealing Illidan's body. Now at the end of BFA, we have hints pointing towards a
larger Night Elf story
with Tyrande's disappointment in Alliance leadership and mystery surrounding Elune's withdrawl. This sounds like a convenient opportunity to further develop Azshara's story and have it cross paths with Tyrande, as it felt like a missed opportunity not to have both of them clash in Nazjatar. Perhaps Azshara, meddling with the Zandalari leadership and Kul Tiras fleets in early Battle for Azeroth, was also responsible for Elune's weakened power in the War of the Thorns as well.
Azshara has always wanted to rule, and without an Old God to serve, she is a force to be reckoned with in the upcoming expansion.
