At 2:00 pm server time (Dalaran-US), the NPCs for this event spawned but no quest popped up. Tried re-zoning several times without success. Fished out of many pools but never got a single tastyfish.Now 3:11 pm server time and still nothing.
Nothing yet on Shadow Council either - 14:29

I believe I was the first on my sever to complete it. Although i believe i was 38 seconds off being first in my 'region'. I assume this because I saw a zone wide yell and no player name was stated. My region is OCE but I am not sure if it is combined with NA. I could choose from all 5 prizes and got the achievement.(Frostmourne)
Just turned it in - was the 20th person or so, still had a choice of all the prizes.
Well, it started at 2pm Pacific. I saw maybe 5-6 shouts about a first place finisher, before I turned mine in. I was able to choose from the typical winner rewards. Has anyone seen a cutoff yet?
Confirmed; it started at 2:00 PM PST for NA; As of 2:30 PM PST, there had been 35 winners for NA. Each time a winner turns in his or her 40 fish, a zone wide announcement is yelled. "And we have our first-place winner!"
Just turned in my 40 fish and had some thoughts:You can now hear Riggle's shouts (and get the world quest) anywhere in Stranglethorn, not just in the Cape.It's kinda funny how Riggle just yells "And we have our first place winner!" over and over. The contest winner pace was slow enough that there must still be some element of CRZ or realm grouping taking place. People are still winning at 2:35 PST, so it can't possibly be all of North America.The new world quest integration is really nice, but I wish it had the contest integrated into the UI somehow. You can be in Stranglethorn and not even realize there was a contest since the quest doesn't say anything about it.No more fishing up 80 fish on quiet servers for two prizes. Fishing in a pool after you have turned in the quest makes the loot window just not appear.You can still fish up the special fish to turn into Fishbot 5000, but he wasn't active right away. Seems to be time based since people were still turning in fish when he accepted my special fish.Even with region-wide the contest seems much easier than it used to be but that might be just because many people didn't realize it started today. Next week could be harder, though with so many winners it might also exhaust the interested players more quickly.
I see people getting the Master Angler of Azeroth achievement bu no more Riggle shouts now.
Anyone know whether it's scheduled seperately for Oceanic? I didn't see it up yesterday when I checked (yes it's Monday here, stop living in the past etc)
Fishing Tournament is at 4pm realm time as in the past. I was probably the 15th one to turn in the quest. I still was given the choice to all 5 prizes and rewarded the Achievement again. Good Luck !
