I reached this spot by starting at the Garden of the Moon flight point in Val'sharah. I followed the river to the coast (due northwest) and follow the coast around to the World Quest area. Be sure to keep a distance from the coast or you get ported away (the Druide Order Hall, the Dreamgrove, is on the coast and non-Druids are not allowed).
It's very useful to have some kind of water walking for this.

Once you reach on the Val'sharah map, you will see a grassy path going up the mountain coast. Follow that up until you reach the spot where Matriarche serre-tranchante spawns.

Her respawn timer is about 5 minutes, so don't fret if someone has beat you to her. After killing her, go up the little hill near her to a small plateau where you can find the hatchling.

The Matriarche serre-tranchante must be killed for the chance to spawn the small pet.

After the Sharptalon Matriarch has been killed you can check to see if the pet has spawned.

Do not forget to save or purchase Myrtilles séchées from Fialla Doucebaie in Dalaran or other NPCs listed under the item.

Update: For what it's worth, it took me four kills before the quest returned true and the Serre-tranchante orphelin spawned for me to loot the Nouveau-né serre-tranchante. Another important note, I was alone for each one of the kills. Not certain if it is truly a personal loot table with some phasing issues or just completely random. The only thing for certain is that the small pet is not guaranteed unless the quest check above responds as true.

Update 2: Some have claimed the quest flag remained false but they could see and interact with the small pet. The caveat is that this was only possible if a group of players downed the Matriarch and at least one person received credit for the hidden quest.

As of Patch 7.1 there are 4 new Falcosaur pets. Each of the pets is associated with a different world quest around the Broken Isles. These pets all provide a quest chain to obtain a different mount. These quest chains require a couple of weeks to complete as each subsequent quest becomes available from your summoned pet after the daily reset after completing the previous quest.

To get each pet, you must first kill the Matriarch in the world quest area, which will cause the NPC version of the pet to spawn. The next step is to go to the NPC and interact with it and feed it its favourite food. If you don't have the food, you won't obtain the pet. There are vendors selling the required foods at the closest flightpaths to each world quest for most of these so just remember to pick some up on your way there!

Important note on orphans: I've encountered issues with the orphans not spawning after killing the matriarch. This isn't affected by the matriarch's nest but it does seem to be affected by getting the last hit on the matriarch. If you can't see the orphan after killing the matriarch then you may need to wait for the respawn. To check if you have completed the requirements to see the orphan run the scripts below.

This pet can be picked up from Plume-neige orphelin in Highmountain (/way Highmountain 32.5, 28.2) after killing the Matriarche plume-neige (/way Highmountain 35.1, 21.9). The food it wants is Noble-bois fumé, which can be picked up from Marius Gangreplaie (/way Highmountain 29.8, 40.0).
Summoning this pet offers you the quest Élever votre plume-neige which starts the quest chain to obtain Chasseur plume-neige.

This pet can be picked up from Scrutesang orphelin in Azsuna (/way Azsuna 35.5, 7.5) after killing the Matriarche scrutesang (/way Azsuna 35.6, 5.7). The food it wants is Raisins d'Azsuna, which can be picked up from Nalysse Aubechagrin (/way Azsuna 47.2, 41.4) - this one is a long way from the quest area so try to plan ahead or you'll be running a long way to find food and will have to kill the matriarch again.

This world quest is somewhat awkward to get to but I recommend coming in from Highmountain (glider from a high point in the north-west or water walking around from the coast). The food it wants is Myrtilles séchées, which can be picked up from Fialla Doucebaie in Dalaran (/way Dalaran 52.6, 34.4) - there are a variety of vendors in Highmountain who also sell the item should you choose to get to the world quest from there.
