Beware, the Nagrand Tour doesn't just take you to BC Nagrand, it leaves you there. Although the balloon master name is a great play on Dorothy from the Wizard of Oz.

Your flight mistress is Dorthigail, which yes is a play on Dorothy Gale from the Wizard of Oz. The hot air balloon "malfunction" can also be a play on how the "Wizard" traveled to Oz from Kansas in his hot air balloon.

During the flight Dorthigail starts saying, "There's no time like home, there's no time like home, there's no time like home, there's no time like home...". Then shortly after you get dropped off in the middle of Outland's Nagrand.

the place where the npc suppose to be is empty!

The NPC is nowhere to be found during the 2018 version of the event and there is no "X" on the Draenor map any more.
