I've been checking for him every day. I have only seen his dead body once. Waited a while for him to respawn but lost patience. Since then I haven't seen him again.

Don't bother trying to wait for him to spawn. Huge waste of time.

It's best to farm him for the toy on the day when he's offered as a world quest. Very fast respawn time then.

Facts as of August 2020 (Patch 8.3.7)

A Vigilant can be up and respawn within < 5 mins without a World Quest. If you see its corpse, just wait a few seconds. Otherwise don't bother.
Today (2nd August 2020, EU Realm) they were both up, but I think one of them had a World Quest active

I can confirm that this rare CAN be up and respawn super fast on days that the daily is NOT up. He respawns within 1 minute of the last kill, so if you are physically checking this location, you do not need to wait for more than 1 minute to know if he is up. Today (July 10, 2022), Vigilant Kuro and Vigilant Thanos were up without the daily being up for either one. I have been trying to get the dang toy for over a year camping one or the other. I happened to log in with a character that was sitting out here waiting for the next daily for this guy and he ended up being up even though the daily was not up. So, I took all my alts out there and killed him over and over again.... again. I have done this several times over the last year+ and it is helpful if you have Argus opened up already! I usually take at least 15 alts in a day to try for it. When you know he's up, it's a good time to try with all the alts, though. You can only loot him once per toon per day, but you only need one of them to loot it!

If you are obsessed with getting the toy like me, then put at least one alt near the location so you can log in and check to see if he's up. Don't wait more than a couple of minutes. If he's not up within a minute or two then he most likely won't be up for that day. If you don't want to camp an alt out here, then I would at least check your map for the daily. If the daily is up, he's obviously going to be up. Don't rely on the body being on the ground, though, because it was disappearing really fast today. I think waiting 1 minute isn't TOO much time. More than 5 minutes is a waste, so don't wait around for hours for him. I have never seen him up with a long timer, so I'm not sure he is up every day. It's definitely easier and helps you keep your sanity if you just check it real quick and then come back the next day if he's not up!

Edit: Adding in here that I sat at Vigilant Thanos for a bit while I was finishing another comment and he despawned before I left. So.... might be better to keep an eye on Kuro since it seems to be up a little more. I ran back and checked and Kuro was still up even though Thanos had despawned. It's not a midnight to midnight time, either, or even a server restart thing. He despawned at 11pm server time. Maybe coinciding with a different daily, but Kuro stuck around so they are not always up at the same time! Maybe it was a coincidence they were both up at the same time today. : /
