As of a recent update, this guy has changed from a blood elf skin to a high elf one- which makes a lot more sense since he's Alliance aligned and wears clothing thats typical of many high elf NPC's (sans shirt naturally.) He also has unique voice lines- but none seem to be ... uniquely Sephiroth-ish to me.
