Zorbin will only sell to you after you have completed Zapped Giants and Fuel for the Zapping.
Also note that he is the only source in the game for the Schematic: Snake Burst Firework (http://www.wowhead.com/?item=19027).

Schematic is soulbound so don't try to pick it up for an alt or to sell.

The first 2 quests he gives you are the only ones that yield XP after you complete those he has 2 more that are the same just a bit easier and regardless what they say on this website they do not yield any XP but they do give 21 silver and 25 rep points with the Steamwheedle Cartel and they are not considered "repeatable" quests in game because they are still yellow colored ! and ? but can be repeated as much as you like.

The repeatable do not count towards Loremaster, not even the first time of the repeatable .

Upset with the new location of Feathermoon Stronghold, that was rebuild on Zorbin's previous spot, he decided to stop giving repeatable quests to adventurers.

Zorbin no longer sells anything, not even if you've done the quests. So no more snake fireworks for me :(

as of cata event the new coordinates for this npc for those of you who stuck on 43,44 of 45 the coordinates for the last 2 quests are at

48.70_44.80 a level 40 npc name is zorbin fandazzle he is right on the main road right beside a bridge with a folk in the road from feathermoon stronghold. he is not in the hold but on the main road leading to it

Zorbin will not sell to me. I finished both quests yesterday and have friendly rep with local factions. Checked again this morning and still no sell. What rep do you need to get him to sell?

Alliance and Honoured with the Steamwheedle Cartel.

Went to Zorbin this morning to try to get the Snake Burst Firework schematic. He wouldn't sell to me initially, but had two quests:

Toujours du carburant pour la zappette and La vengeance des géants rétrécis

I was surprised that these quests had the original item rewards (the originals being done back in vanilla WoW). I completed both quests and when I returned he did indeed sell me the schematic:(##RESPBREAK##)8##DELIM##asakawa##DELIM##

On talking to him, Alliance players see the following gossip text:

Hey, hey! Cease your hostilities! I'm one of those frequently encountered and completely harmless neutral goblins, not the Horde kind!

No idea (yet) what Horde players see on talking to him.

After completing his two quests, he became an engineering supplies vendor (and the gossip text became inaccessible). He still sells Schematic: Snake Burst Firework.

It seems as of Cata, his quests are no longer repeatable, definitely not immediately.

As of 4.1, I picked up his quests and then was able to purchase from him, including the Snake burst firework schematic. I'm Alliance, unfriendly with Ratchet and hated with the rest of Steemwheedle.

This is confirmed as of today. Zorbin is at 48,44 on the road leading out of feathermoon stonghold he has 2 quests you need to complete and then he becomes an engineer vendor and he does sell the schematic to alliance.

A quick Update: each of the followup quests (Again With the Zapped Giants and Refuel for Zapping) each give 350 rep for all of Steemwheedle Cartel! That was a happy surprise.

Im a Horde and hated on Steamwheedle Cartel. Just picked up quests did them and bought an firework recipe.

For the record: I completed these quests pre 3.0, including the repeatable quests, and as of 3/18/2012, I was able to accept the quests once again. When I turned in the finished quests, Zorbin became a vendor, and the Snake Burst Firework schematic was available.

If that's your primary concern (cough, cough ...engineers...), there's your answer.

As an alliance worgen lvl 36, I found no breadcrumb quest directing me to this NPC, so I just picked up the quests and I did them. There were no followups.
