This NPC is named (and modeled) after Flintlocke, the main character of the Flintlocke's Guide to Azeroth and Flintlocke vs the Horde series as well as his creator, Fargo, who now works for Blizzard.

If Flint actually makes it into the lore business as a somewhat important character(All jokes 'bout him and his crazy adventures aside). IMAH BEIN' HAPPEH. Would be nice to see some good quests, chuck-shot training, and blowing things up. And the rest of the crew would of course be fun to see as well. :D

If you have the phasing problem with this guy and therefore can't talk to him on the docks to get to Twilight Highlands, here is the solution:

The problem is, that you have accepted the Call to Arms: Vashir quest in Stormwind Harbour ( L'appel du devoir ). This somehow messes up the Harbour phases. Just delete this quest and Flintlocke immediatly appears.

Hope this doesn't ruin anyones evening anymore.

I cannot find this guy in the harbor. I'm already level 100 when I accepted this quest, and it was during Legion pre launch that I automatically receive "The Legion Returns" quest. Is that the problem?

LEGION UPDATE:

It seems you must first complete the quests in Azsuna before you get the quest to find Fargo Flintlocke called Resupplying the Line. Once you accept that quest, you will find him in Val'Sharah.

Fargo Flintlocke, not to be confused with Fargo Flintlocke from Legion.

EDIT: Stormwind Harbor changes when you begin Legion (it becomes phased?), and the Fargo Flintlocke that this page describes is no longer present in Stormwind Harbor.

The quest Twilight Shores was moved to Grand Admiral Jes-Tereth in Stormwind Keep. This will open up the Twilight Highlands portal.
