A very likely reference to Cersei Lannister of 'A Song of Ice and Fire' and 'Game of Thrones' fame.
To peg her name on a Harpy seems appropriate. Depending on how much interaction we get with her, I'd like to see her having some kind of RP text where she makes terrible decisions.

I personally believe this NPC (while Game of Thrones is great) is more about Circe, a goddess of magic from Homer's Odyssey. As this NPC is surrounded by five animals, it makes sense, since Circe was known to have mesmerized creatures of the forest with her magic.

Found at the Wretched Hollow, southwest of Thas'talah Basin in Val'sharah, around 41,78.

She casts Étreinte sang-de-pierre that applies Poison sang-de-pierre, and Bouffée de vent.

She drops 70 Ressources de domaine and the Orbe maudit.

There is a world quest for this rare.
Maybe it is this one Seersei, but quest name should be WANTED: Seersei (probably not on wowhead right now)

General info:
Rare level is scaled to your level, so it can be level 100-110. (Works everywhere except Suramar)
If your friend is 110 and you are 100 both of you can see different HP and different level, and still fight in the same phase.
He gets more HP and attacks buff, when he is objective of the world quest.
Rare NPC in legion have almost instant respawn time (1 min max)
On first kill drops Ressources de domaine and sometimes Gloire du vaillant
Gloire du vaillant can be buffed with Recherches sur les armes prodigieuses

Pro Tip: Face her to the end of the cliff behind where she spawns, the charge she does is long enough to reset herself.

Coordinates: 41.8, 78.2 - Val’sharah, Wretched Hollow,

if you start from "Lorlathil", take the way to the west to go out (not the bridge) to the "Field of Dreamers". After a few meters you go over a bridge, turn to the right and you will see a passage in the rock, "Sabermaw Bluff". Goes through to "Wretched Hollow" and follow the way to the end, there you will find Sorsei surrounded by fossilized animals. Defeat the harpy to rid the forest dwellers.

In the near is Malisandra, but you can find her only during a world quest.

This actually is a Game of Thrones reference, Seersei is located near another World Quest rare added in 7.1 called Malisandra, a clear reference to the GoT character 'Melisandre'.

Make sure you clear the adds first, or you'll be fighting two or three other flying tax collectors. Stoneblood poison is more annoying than anything else but if you don't jump and remove it, you'll be stunned and then she'll chain stun you until you're dead. Lovely. I never saw a single instance of Wind Rush either time, so maybe it's a weekend thing? Who knows? Cursed Orb is amusing but 70 Order Resources isn't worth the time or the armor repair cost.

Circe is ancient and was heard of in mythical lore long before game of thrones book series was written.

Remember when you find her she has animals around her & once she is dead they transform ....
