You can exit this area on foot, you just have to find the right spot to jump at.

You can also just go to 77.7, 59.9 - go through the gate, turn left, follow the ledge.

This chest does not have a crystal requirement. I don't believe there is a way out, so you will have to hearth out.

When you're facing Terminus (the big Legion ship), head to your left and there you'll see some barricades at the seemingly edge of the plateau, go through the gap and just follow on the path and you'll come to the treasure which is middle of some fel lava. No special jumping needed.

I looted this chest around a month ago, but never received credit for it towards the achievement, and never noticed until I went chest hunting last night. Nothing spawns there anymore for me and Blizzard gave me their automated response that there's nothing they can do.

Sucks I'll never get this achievement or the title.
