Unfortunately, the shirt can't be seen and as such isn't necessary.
In addition there also isn't a suitable tabard for this outfit. At least in my opinion.

All items included are easily obtainable through Normal Highmaul and Blackrock Foundry
With the notable exceptions in the shirt and artifact.
The shirt is obtained through Tailoring from a rare BoE pattern.
The artifact skin is from a drop called Spark of the Fallen Exarch.

The Spark appears to drop from a scenario in Suramar.
