This spell was a learnable spell from Weapon Masters, found in capital cities. These skills were given naturally to specific classes in patch 4.0.1, as they were regarded as an annoyance to find and a massive waste of time to "train" by attacking low-level mobs.

I remember using wowhead to find out where the locations of these weapons. You had to train your weapon in order to have it hit. Weapon skills back then were kinda like hit rating.
