The following classes upgrade to mail at level 40:

Hunter, Shaman

These classes can wear leather, but can always wear mail/plate

Death Knight, Paladin, Warrior

Thus, you should finalize your equipment set as leather if you are:

Druid, Rogue

If you are another class (Mage, Priest, Warlock) then you will be unable to use leather.

Druids and Rogues are the primary users of leather items and thus will use leather and only leather items if they want to take advantage of their passive

Cuir is one of four types of armor proficiencies, listed below from lowest-to-highest, base, armor value.

Cloth (skill, spell)
Leather (skill, spell)
Mail (skill, spell)
Plate (skill, spell)

Leather armor can be crafted by the Travail du cuir profession.
Below level 40, all classes (aside from Mage, Prêtre, and Démoniste) can successfully wear Leather.
At level 40, Leather is automatically learned by, and therefore intended for, Druide, Moine and Voleur classes.
At level 50, each leather-wearing class even gets its own, passive, armor specialization talent, as shown below.
This is to dissuade them from using other armor types.
