This quest is Glitched for me at the moment not sure if everyone has this issue.

Quest appears to be glitched on some shards, you aren't able to talk to any of the Jiro, and can't talk to Hanoa to start the fight.
I was able to complete the quest by hopping shards in group finder, until I found one where it worked. Hope this helps!

Yes it can be bugged. You accept the quest, can go right there and the NPCs will be waiting. If you can't talk to Hanoa, then go into LFG, find some random group (not raid group) and join it. When you go to different layer, you will probably be able to talk to him. I actually joined a raid group, layered, left group, and then was able to start it back on my original layer/server.

A temporary solution that worked for me for those checking out this thread: I joined a group for the world boss so it phased me to a different realm, left the group so it phased me back to my realm, and talked to the Jiro IMMEDIATELY as I phased in (helps to be standing right next to the Jiro when you do this). This allowed me to choose the dialogue option to start the quest. Hope this helps :)

Completing this quest line has the Jiro set up shop outside of Exile's Hollow, which opens up the Jiro vendor Oléa Manu. Once you finish the quest line, the vendor (and reast of the circle of Jiros) will be at /way 37.16 44.66.

This vendor sells a handful of items:

Outil d’analyse cryptique improvisé: Which increases your cypher games by 50%. This is battle.net account bound, cost 150 cyphers, and can be sent to alts.
Recette : Marmite de soupe de cailloux vide: A feast which allows party members to contribute materials to create a +20 main stat food; cost 25 cyphers
Formule : Noyau d’Automa régulé par magie: A crafting reagent that makes your gear have a chance to spawn an unstable Automa Core which detonates after 4 sec; cost 25 cyphers
Âme de brutosaure and Âme de tatou: Two Night Fae Soulshapes, a brutosaur (1000 cyphers) and an armadillo (500 cyphers)
Pocopoc voyageuse: A pocopoc battle pet that you can summon outside of Zereth Mortis, in case you want your BB-8 to follow you around (and kill other pets) after 9.2; cost 500 cyphers
Cercle de chant jiro: A toy that causes Jiro to stand around you and serenade you with their electronic melodies; cost 100 cyphers

This was a great little questline, fun to play through, even had one good joke in it that made me smile.

However...(and I hope Blizzard comes to realise this) it's the type of thing that you should only have to complete once on your main and then have an account-wide skip option added. Being forced to do it on a bunch of alts if you want access to the Improved Cypher Analysis Tool , or whatever, turns it from a fun little piece of content to a tedious waste of time*

And yes; I know the Improved Cypher Analysis Tool binds to account. My point is that if only your main has access to the vendor it takes ages to buy each alt an item that costs 150 cyphers. It would be far better to just allow the skip, then all your alts can unlock the vendor using the skip and use their own currency to buy the item.

Blizzard has made some improvements in the direction of respecting players' time but they really need to wake up to this sort of thing a little bit more quickly.

*just like forcing us to run Torghast (by linking it to player power through Soul Ash / Legendaries) turned that experience from something that could have been voluntarily played and truly great fun into a tedious grind.
