This set uses the Red variant of the "Panda B2 Mail" artwork and forms a complete eight-piece set of the art.

The pieces are obtained as quest rewards, half for agility and half for intellect mail wearers. So you'll only have three chances to collect a set if you like it (two chances for wrists, but they'd be hidden anyway).

There are two other colours of this set in the artwork database and both are available as complete eight-piece sets in the game. See:

I've added a screenshot of the complete red set for anyone who's interested in seeing what it looks like now. Glad to see that the boots were fixed when it went live.

Is there a kilt bottom that matches this, instead of pants?

Meh, this set looks nice enough when well lit, but in instances you're never well lit, and so you just blend into the background. I kept it for a good while and even wore it for a month or two (transmogged) because it's irreplaceable and because Marchefriche Shu (one of the Grand Master Pet Tamers) wears it, so I'd get a warm feeling every time I visited him. But now I'm going to sell it to free up bank space. Personally I like sets that stand out a little more. The blue version is pretty nice, I haven't tried wearing the purple version yet.
