You can buy the whole set from Langue-de-wyrm captif. In order to buy from the NPC you gotta have your broken shore campaign completed.

I recommend using Frappe-ténèbres with this set, it's a nice weapon, goes pretty well with it.

As of 7.1.5 Captive Wyrmtongue no longer sells any items, and at the time of this writing he's been removed entirely from his location in Stormwind at @ 41.13, 78.83.
Here's hoping he reappears in 7.3 either on Argus or elsewhere to this armor set is again available. :(
