I got the legs today on my heroic weekly expedition farm at the end of the expedition. It didn't show up among the rewards as Azerite or pets do, I just received it in my bags simultaneously with other rewards. So yeah, it does drop!

These sets are obtainable by Island Expeditions. It appears that the difficulty does not matter, but theme/kind of enemies that are on the island.
None of them are class limited, but some are identical to previous existing sets and can be mogged by everyone with this amor type now.
