Priest Tier 8, 10-man version. The five tier-pieces are easy to get, assuming you are geared to run beta dungeons in Wrath Classic. The matching waist and feet is a whole different story, throwing you right into farming 25-man heroic Ulduar OR paying thousands of gold for crafted items (different items but same appearance). So, getting the full set will cost you a lot of time and/or gold, and this is not even the 25-man set (Conqueror's Sanctification Garb).
Lastly, the boots are not the highest priority for this mog, as per usual they won't show too well from under the robe - you can get away with almost anything dark grey, dark blue or plain black. But the belt (you have 2 options) was made to match, and without one the set is not complete. If we're talking strictly mog, the pants won't show at all if you're using the robe.
One of the very best-looking priest sets in the entire game - none of the later sets came close at all, did they :) Happy hunting!
