This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Location: Make your way to The Black Market, which is accessed through a long sewer-pipe (59.95 38.85) located within The Underbelly, Dalaran's underground sewer system. Once inside The Black Market, look for Oxana Tue-démons; the book is on a crate to the right of her.
