To be able to see this treasure you need to get Lettre d’avertissement. I got it from Disturbed dirt in Waking shores. Chance is low (it was my 100th+ pile for sure)
Use the notes and the treasure's location will be marked on your map. If it isn't - enter Travée d’Azur, the mark should appear. There is a small cave, enter to collect the treasure.

Lettre d’avertissement has a low chance to drop from Paquetage d’éclaireur de l’expédition or Terre retournée
which are placed all around dragon isles, you can see them on the minimap after you get
renown 2 and 5 with Expédition du Dracaret, it may take from 50 to 100 attempts to get the letter.
To dig Terre retournée you'll need Petite pelle de l’expédition
which you can buy from Guide Jeb
Using Lettre d’avertissement will mark the Fléau de démon gnoll treasure in Travée d’Azur when you enter the zone

So you buy Étude d’artéfacts archéologiques from Inventoriste Jakes and find the first treasure Gobelet draconique en or - it is intro treasure, and you get 1-st map for free
Search and loot all the random treasure chests you can find

Paquetage d’éclaireur de l’expédition renown 2 with Expédition du Dracaret
Terre retournée renown 5 with Expédition du Dracaret and will need to buy Petite pelle de l’expédition (buy/craft alot, you will always want to have them in your bags)
Coffre lié par magie renown 16 with Expédition du Dracaret
You can get 6 maps before Renown lvl 21 with Expédition du Dracaret and 5 more after.
2 maps are from intro quests and 9 are from random treasure chests drop
Hard part is to loot the map from random treasure chest and the rest is easy.
1 map drops every 50-100 chests
Use the map and it will highlight the location of the treasure
Treasure icon will be visible when you enter the subzone (Waking Shores, Azure Span , so on)
Loot the treasure and get the reward

Droprate is low, but higher than a treasure map

So for the record, like other treasures yes you can get this note on a character that cannot equip the mace, meaning you can't learn the transmog. No you can't send the letter or the mace to other characters. My warlock is just going to stare at it now.

Farming the letter for like 21 Hours now. Im counting 250+ magic dust openings atm. no luck so far. I got 2 other letters instead. its rly rly sad

Update 13.12.2022 still farming (over 500 dusts atm) no luck. Guild m8 got it in like 13 trys. The 50-100 range is full luck based bcos of the rly rly low drop chance. Also there are more letters in that loot pool. So if u get no luck at all, like me u will loot all the other letters but not the Letter of Caution. And every time u will drop a letter, it feels like the chance to drop another one gets a reset KEKW

As of April 16, 2023, for anyone still having trouble finding maps, you may be having the same issue I was having, which no one else seems to have mentioned.

TLDR: Ensure that the character that originally looted Sac de fournitures des îles aux Dragons has reached Dragonscale Expedition Renown 21.

You can check if the quest was completed on a specific character by running this script:

The Rest: I swapped mains early on in the expansion, I started off as a Demon Hunter, then ended up switching to Evoker midway through Normal Vault of the Incarnates. Fast forward a few months and I'd been max renown on my Evoker for a long time, had looted hundreds and hundreds of dirt piles and expedition packs and had never seen a single map drop. Then I learned that Sac de fournitures des îles aux Dragons is only usable once per account, but the effects of looting maps are supposed to be account-wide, so there isn't supposed to be a problem.

However, my Evoker had never completed it, my old Demon Hunter had. So I decided to test out a theory and levelled my Demon Hunters Dragonscale Expedition Renown to 21. Immediately after reaching Renown 21 on my Demon Hunter, I swapped to my Evoker and 2 Chests, 2 Packs and 13 Dirts later, I looted Notes d’exploration des jardins d’Émeraude from a Terre retournée in Ohn'ahran Plains.

Found in an Paquetage d’éclaireur de l’expédition on the table at the overlook in the Gardens of Unity just south of Valdrakken, /way 37.39, 69.01.

I found it peculiar that all of these "maps" I needed, I found in zones other than where the intended treasures were in the case for every map.
