Obtained from the Statue of the Sky Mistress, found on a floating island to the east of the Eye of Ysera. Talking to it while under the influence of a Mark of Aviana will spawn a chest containing this staff. Marks of Aviana can be found throughout the Emerald Dream, though one is conveniently located on a bookshelf in the Wildling Garden, a stone's throw away from the statue.

To get the Bienfait d’Aviana you need to pick up Marque d’Aviana and bring it to the Statue de la Maîtresse du ciel
Marque d’Aviana is located on the bookshelf in the island to the north-west of the treasure.

Playing my evoker, when I spoke to the statue without the Mark of Aviana I was able to choose a dialogue option pointing out I have wings and it spawned the chest without having to get the mark.

The fire wings toy from darkmoon faire work, I suspect any toy that gives wings will work

If you're here like me because your addons said "Druids can activate this in Moonkin form" --- That's no longer true. You get a dialogue option of "<Shrieks in Wildkin>. The statue then emotes "An annoyed squawk echoes from within the statue." And nothing happens.

But as soon as I popped my Blazing Wings toy I got an option of "I have been honored by a flying spirit." The statue says something different and the treasure appears.

So no, Moonkin wings (including interacting while flapping) will make this statue think that you've been gifted with wings.
