As of now it works as intended :D Same description text as all other hearthstone toys.

The animation opens a Hearthstone board and swirls some cards about. Adorable!

Got this about an hour into the anniversary event from the Dr Boom mini boss.
So far it seems to do.... absolutely nothing?

Item seems to unsurprisingly be a hearthstone toy based on Pierre du foyer
However it does absolutely nothing currently.

It now works and is indeed a hearthstone.

The Toy, It does nothing! Nothing I say!

No but in all seriousness, seems like something is missing, maybe the hearthing part of the stone? (I know others have already mentioned it, but just wanted to report it so far is still not functional.)

Edit: Now happy to report it is now functional as a new hearthstone!

First time I opened my collections window, the item did nothing. 2nd time I opened it, the toy is a hearthstone.

Pierre du foyer drops from the new Hearthstone 10th Anniversary Event. Its running from March 11th until March 18th.

Update March 15th:
- The event duration has been extended by 96 hours, and is now scheduled to end on Friday, March 22.
- For the remainder of the event, the boss portal will open every 30 minutes (was every 60 minutes).
- Players can now collect missing cards by using the Hearthstone Gameboard toy to defeat others in a friendly game. It will continue to drop cards after the event ends.

Every 30 minutes, an Ominous Portal with a 5-minute timer will spawn in Valdrakken, Stormwind and Durotar (Orgrimmar). Once the timer finishes, Whizbang will spawn and summon 3 iconic Hearthstone minions - Chillwind Yeti or Boulderfist Ogre, Patches and Dr. Boom.
Defeat them to earn Hearthstone-themed rewards!

You can loot it using a low level char without game time

This is not a 100% info, but it is based on what I've seen personally and read in the community:

In order to get mount, pet, toy, tmog or bag, it is best to have 9 Joker de Hearthstone with you.
In order to get collectible cards for the Collection de cartes de Hearthstone acheivement, it is best to delete all Joker de Hearthstone. If you have more than 7 cards in your bag, you might not have an ability to loot the boss.
You can kill the boss several times within the same hour, looks like it does not affect the loot you get.
