I obtained this as a drop from killing Doomshadow, a large named dragon that spawned towards the end of the event. Looks like it's available as a drop from the tomes as well, and has no lockout so you can keep doing the event throughout the day to try and get it.

Mine dropped from an epic tome - Tome immaculé

It's important to note, that it was my 3rd time doing the event and looting the Tome immaculé on the same character. Looks like you don't need to switch to alts to farm this more effectively.

Got it off the Dragon boss after 6 or 7 kills. The only reason I am making a comment is because in a way I'm sad, it's day 1 and i've already got the drop mount and all but 2 of the transmog pieces. Don't get me wrong, I like getting things lol! But, when they give stuff away so easily, people who come into the game late lose. When everyone gets all there is to get in a week, people stop doing the content. And the other rewards are not great, a recolor of Lizi? A recolor of the same set you just gave me most of day 1? Meh, this event will be done in a month, smash it while you can boys and girls =)

I got this mount from a BLUE tome, so it doesn't only drop from purple ones.

Just making my comment for yall out there keeping statistics of the drop rate on this silly bird. I got mine for the Immaculate Tome on my third alt doing the weekly The Big Dig : Traitors Rest quest. Now to just farm up the 20k for the other.

You can farm this mount everyday every time the event pops up i did it 3 times today and got it on the third one

I've been farming this on the same toon the past week.. I've done 24 digs.. getting 4-5 tomes each event.. Still havent gotten it.. Is it higher likelyhood dropping from the weekly quest?

Dropped from Doomshadow for me, my rep level is only 2/5 so I don't think you need to be "exalted". It was my third or fourth time doing the dig this week on the same toon (so my third dig without the weekly).
