I had the 'Mounted' version of this drop for me from the bonus chest (in front of Garona) in the horrific visions scenario, in the loot collection aftermath phase (the end).

I had completed 1 bonus (medium) objective section to get this chest to spawn.

On use, that one gave me a mechagnome spidercrawler (mounted troop) on my mission board roster, that had the veteran buff unlocked, with 2 health. Note it was consumed on use.

I suspect that this (and the melee version) will be the same (drops from the end chest in horrific visions, and gives a ranged troop with veteran buff and 2 health).
I'll report back when I do more visions and likely obtain more of these.

Update:
I've consistently had 1 of these (or the mounted or melee ones) from one of the bonus end cache's in each run (but never 2 in the same run, so far). I've managed several 2 medium bonuses now, but it's not a lot of data to go by I know.

Also, as noted by Illy1 (on the mounted's comments, thanks illy1!), you do require an empty troop slot to be able to use these.

Note, all of the veteran troop recruitment scrolls are not bound to you, you can freely buy+sell these on the AH!

Update2:
This past 2 week's runs, I've done the exact same (successfully done both medium bonus areas and end boss), and seemingly come away with no contracts at all (or any gear either?). So... now I'm not sure if this is intended, or if the loot system is still buggy as hell? :\

Update3:
This week I managed to complete all 4 bonus areas, including one time with a mask on (yay!), and... only got a single contract (from the run with the mask on). Either I was crazy lucky on the first week (or unlucky now), or things are really weird loot wise... :\

Update4:
It's been 3mths now, and many many many vision runs. I've completed full clears with multiple masks (all 5 in fact), and nothing seems to adjust the drop rate of these contracts. I'm inclined to think I was very lucky on first week, or that they've had a stealth nerf to the drop rate (down to about ~20% maybe?)

"You cannot do this right now" when I try to use it. I currently only have Darnassian Sentinels, so I'm not sure why it's not allowing me to use it. Any ideas?

There are several of these contracts dispersed at the end of a completed horrific version. What this has to do with Horrific Version escapes me completely. In addition, the need to bolster your troops is ancient history. I just jugged about 12 of those for a few gold.
