This is the new version of the Potion d’esprit occulté (Shadowlands), which is used specifically to skip trash mobs in dungeons and most notably in Mythic+ dungeons. The tooltip doesn't say anything, but when trying to use Potion d’esprit occulté on a level 70 character, it gives you the error saying the target character level is too high.

Note that these can't be used in combat, they need to be used before getting aggro.

I assume the same logic holds for these potions as did for the Potion d’esprit occulté, in that using it will dismount you, and mounting will break invisibility, but most movement spells will be maintained if cast before using the potion.

These can be looted from Paquetage d’éclaireur de l’expédition (and Cache djaradine) at quality 1 across the Dragon Isles and is therefore quite common, but quality 2 and 3 are less common. The only difference between the different qualities is the duration of the invisibility effect.
