To unlock Expertise métallique you have to return Clé en obsidienne restaurée to Maître-forge Bazentus.
To craft Clé en obsidienne restaurée you have to combinate 30x Fragments de clé and 3x Gabarit de clé, you can get these items from Obsidian Citadel Mobs.

The comments claiming you need to bring 10 keys are incorrect. You only need to bring the key to Forgemaster Bazentus once, after which Weaponsmith Mida unlocks the quest for alloy recipe.

I got this Plan as a Non-Blacksmith, which can't be used because it is Soulbound. But it is worth 50g.

Surprisingly nobody mentioned this yet. A prerequisite to all of the above is to unlock Wrathion & Sabellion at the Obsidian Throne. If it's your first character you will need to progress the Waking Shores campaign until it reaches the Obsidian Throne. If it's an alt then go to 25.1, 56.5 and talk to Kalendormu (a dragon) , he will offer you the chance to skip campaign up to this point.

Then: talk to either Wrathion or Sabellion (doesn't matter which) and pick one to work for.

Then kill mobs in the area until you have 6x Key Framing and 60x Key Fragments. (You do not need to do any other quests in the area)

Then click one of the framings to create a key. (Do not create two keys at this time)

Then hand this in to Sabellion or Wrathion (which ever you chose earlier).

Then click the framings again to create another key.

Then hand it in to Forgemaster Bazentus.

Then the quest for these plans pops up.

IMPORTANT: Not sure if it's a permanent change but, as of today the Forgemaster Bazentus did NOT reward the plans, even though I did the quest for the Restored Obsidian Key mentioned in all these posts.

Now the quest (forgot to write the title) is given by Weaponsmith Mida, right behind the Forgemaster Bazentus (Bazinga!). But this quest now doesn't ask for the key, but for another item dropped from one of the elementals in the cave next to the citadel (30.60, 51.43).
