You can only dig Terre retournée by Petite pelle de l’expédition or Pelle robuste de l’expédition (which is made by Blacksmithing).

If you don't have anything to dig up the Disturbed Dirt, the tooltip for the dirt says you need an expedition shovel or one of these bad boys. Usually have at least one shovel charge on me but read it today for the first time. Oh, Blizz.

I started finding Smelly Dirt Piles around the Abberrus Approach today, which listed these in the tooltips. I'd never seen this type of dirt pile before, or the multi-tool item mentioned before. Disturbed Dirt in have also had their tooltips changed to mention this item. This is after the Fractures in TIme patch. Either the tooltips were accidentally rolled back, or this item will be put in the game soon. Likely a renown reward of some type.
