anyone know how often the profession rares can be summoned and drop loot?

So I tried farming this on my skinning guy. The rate is pretty low, less than 5% for sure. I got 3 in around an hour.

Didn't manage to find any insane skinning spots, but if you don't mind murdering adorable creatures - there are a lot of Ottuks along the river (57 45).

Any insight into why this particular prof item is so much more expensive than all the others? Most seem to be around 200-600 gold and this one has hundreds up but all 2k+.
