you dont get this item until entering the doorway via another quest..
The Keys You Need
inside are the vaults to use the keys.
inside this one is the dreaded Terrorachna! spider.. muahahahaha (the beast is so new it isnt even listed in wowhead)
the door directly ahead from your entrance has a potion to boost your hp to over 1M.
once you kill off the little guys and mom, you can use the spider web to go up for more doors to open.
Vaults are filled with stuff you want!
there are 4 levels of vault doors
there are some combination chests to do and no the doesnt work (sigh)

use the 'bubble lifter' to get to other upper doors, once activated.

You can also get to this via the quest Cachet certifié. I'm doing it now and just found the Appareil étrange.

You cannot complete this quest until you have completed the prior quests in the chain, which include:

Then, talk with Pathfinder Jeb and he will teleport you inside the vault! Once inside the Vault, you'll find this item at the bottom of the stairs on the left side after you defeat the big Spider boss.
