Found mine on the 3rd floor in the vaults, in the same room as the Prototype de brico-tron

so its RNG, but not needed at all to progress through the vault at all...stop stressing if you can't find it.

Currently bugged, it sends you straight up but not forward, making it useless in the Vault.

This item is very weird, but I could make it spawn a little dragon that you can control mid-air. If you place yourself at the very edge of the platform and use the item, the dragon should spawn.

That being said, it's not always working for some reason, I also managed to use it to go to the 4th floor while being on the 3rd, by positioning myself between the gaps of the upper platforms so my character wouldn't hit any terrain.

Using this item will either propel you directly upward, in which case you should land, wait the 30 second cooldown, and try again. That is the "experimental" part of the rocket. When it works, you turn into a dragon and can steer yourself to a new platform.

across 5 toons, i finally had a vault this week that did not give me an easy way to get above the second floor. all i had was this dragonpack. i figured out a cheesy and slow way to make the dragonpack work to get to the third and fourth levels. theres not enough lift to get you high enough to the next level entirely in the vault. but theres enough lift to get you onto the archway above a vault door. so do that, sit there and wait for the cd. and use it again to from the archway up to a platform on the level above. you have barely enough lift to do this.

You can't loot these if you have a stack in your bank already.
You will have to go get them and come back if you need to rely on them.
