For me this one has not spawned.
I have opened ALL doors (Got the achievement) but no robot for me. And I haven't seen a room like the one in the pictures/video.
DO you have to do something to make it spawn?

I have also opened every room, the drawstring chests and this room seems to bug repeatedly per re-entry. I can't seem to get the achievement either gonna go crai. Q_Q

I have opened everything inside my vault but he is nowhere to be found. Does he spawn on a weekly rotation or is it just random?

Opening 11x Paquet cadeau usé boxes gave me the Mécagrenouille dorée battle pet.

unlocked and fully explored the vault on 2 chars and no tinker-tron on either. but not listed as a known problem by blizz support... seeing as so many have the problem

/tar Prototype Tinker-tron - Then mark him with a skull.
This allowed me to find his room immediately. Then it's just a matter of getting to the right door.
If you can't seem to target him, try moving to a different side of the vaults - he's probably just out of range.

Seems like you can do this with anything that can be /tar.

Update as of today the NPC is up this week bottom floor the door at 7 o'clock i targeted him and marked with the skull like i saw in another post so it does prove he is not a every week spawn posting a screenshot too
