You can get this page by going to the pipe before Gluth. There's a big hole in the pipe to the left and there you can see a grapple point. Grapple it and then turn around and grapple back on top of the pipe you came from, and then keep grappling and jumping the pipes until you get to the last pipe of the hallway which has this page on it.

From the last hole in the tube leading to Gluth's room, grapple to the hook to the left.
Turn around and face the tube leading to Gluth's room (where you just grappled from) and there will be a grapple hook in the top of it - grapple to that,
You will then need to carefully jump down to the pipe just below/in front of the one you are on. Run down to the center of the pipe you are now on and turn left to face to end of the corridor.
On top of the next pipe will be another grapple hook - grapple to that.
Run to the top (high end) of this pipe and carefully jump down onto the next one below it.
Run to the top (high end) again on this pipe, then carefully jump over to the following pipe which will be just about level with the pipe you are then on.
Turn to face the end of the hallway again and you will see the final grapple hook on the pipe above. Hook up to it and the page is down at the other end of that pipe.

Notes d’Omarion – Pages 9 et 10 After Grobbulus before entering the drainage tube which leads to Gluth, while standing on the pipe look to your left on the ledge above the door is a grapple point, right next to it on the ground are the pages
Notes d’Omarion – Pages 11 et 12 In Grobbulus room, go up the ramp and turn back into the room. On the right side wall there is a ledge, on top of this ledge is a Grapplepoint. Follow the Ledge and at the end are the pages.
Notes d’Omarion – Pages 13 et 14 In the Broken Drainage Pipe leading from Grobbulus to Gluth look through the broken parts and to your left. On top of the Pipe is a Grapple point the next point is on the pipe you just exited through the broken hole after that you continue from pipe to pipe up north. The Pages are on the most northern Pipe.
Notes d’Omarion – Pages 15 et 16 In "The Halls of Reanimation"-Room use the hooks on the way to the Dead NPC Zackett Skullsmash, the Pages are right next to the hook on the highest level.

Military Quarter
Notes d’Omarion – Pages 29 et 30 In the Room with Instructor Razuvios, just in front of the ramp leading down towards the boss is a hook point, follow the ledge to the right and you will find the Pages at the end of the ledge.
Notes d’Omarion – Pages 25 et 26 Just after the Razuvios Bossfight when entering the room with the floating weapon mobs is a ledge right above the room entrances left corner there is a grappling point between the first and second blue ribbon just above one square shape on the wall. Follow the ledge and the pages will be on ledge above the entrance to Gothik's bossroom.
Notes d’Omarion – Pages 31 et 32 In the Room after Razuvios on the southeastern wall there is a carriage with crates behind it. To the right of the crates are rectangular shapes on the wall and a blue rippon. The Pages are in the shape to the right of the ribbon.
Notes d’Omarion – Pages 27 et 28 In "The Horsemen's Assembly" in the green slime alcove in the eastern corner (just left of the entrance) of the bossroom.

Plague Quarter
Notes d’Omarion – Pages 17 et 18 In the first room of the Plague Quarter on the left side is a Meatwagon, on its center wheel are the pages.
Notes d’Omarion – Pages 19 et 20 In the Hallway filled with Mushrooms, on th left side next to the slimepit with the grate on top. THere is a red mushroom to the northwest of it, the Pages are on top of it.

Outer Ring
Notes d’Omarion – Pages 1 et 2 In the slime tunnel between Arachnid and Construct Quarters, the Pages are on the ground under"water".
Notes d’Omarion – Pages 23 et 24 In the Outer Ring section of the Plague Quarter is an entry to Noth's bossroom. The Pages are just on the edge of the platform.

I would like to personally acquaint the anus of whoever made this particular jumping puzzle with the pointy end of the grappling hook they gave me.

2 hours and a cajillion attempts later I finally did it using the divine steed. Went to the lower part and not higher part, jumped up on the ring around the end and from there used the steed to get to the first and then normal jumped to second. OMG what a horricfic puzzle, hate the jumping ones!

I wanted to add on the later part where you have to make consecutive jumps, going on the part that looks like a big bolt made this a ton easier.

You'd think after all these years, the devs would listen when people outlined how difficult and frustrating jumping puzzles are in this game when lag comes into play. Take your time. When you can, jump from pipe to pipe with your character facing the wall. Let the wall stop your forward momentum so you don't sail off onto the floor. At the last jump, hop up onto the "head" of the pipe before leaping onto the final pipe. This gets you closer and less likely to overshoot.

Good luck. I'm pretty sure I ground a layer of enamel off my teeth every time I had to run back after a failed jump.

For what its worth. Holy Priests. The most difficult jump is bolt to bolt as they are almost the same height.
1. On the bolt just back up a little. Put an 'Angelic feather' just in front of you. As you hit the angelic feather jump. Just enough boost to get you onto the 2nd bolt
2. Make sure you jump along the wall. So if you miss you land on the ledge below and not the goo. You can back up a little on the ledge and can access the grabble hook thats on the downward pipe. Might have to move around a bit so its 'in line of sight'. Much quicker than running all the way around

What class could be the best to get this, as far as mobility, jumping and returning to the start?

I've been thinking about DH, Evoker or Mage.

Any thoughts?

Oh, and are there any toys or Engi gadgets that could help reverse the fall.

I doubt Blizz will do anything about it soon... (but I want to be proven wrong!)

If you're going to fall off, try to land on the ridge on either wall. From there, you'll be able to get back to one of the grapple points without having to run all the way back through Grobbulus's room. From the west side of the wall, you can just barely get back to the first grapple point (opposite the break in the slime tunnel from Grobbulus and Gluth). From the east side, you can make it to the second grapple point (on the first of the tubes north of the slime tunnel).
