Someone used this item on me while I was a bit impaired and I was confused, they provided no context. I helped them complete it, cast the dreamleaf on them and they left.

Using this item on a party member will give them a quest that can be completed by opening all three bags rewarded from Superbloom tasks and looting the boss as the end. Turning in the quest grants an item that can be used on you to increase your Shadowed Dreamleaf drop chance by 50%.

Right now this seems to be bugged, having the item used on me granted the buff but went away away after leaving the group. The only workaround I've found is using the Tattered Dreamleaf on a party member in a different zone or phase, doing so gave me the quest instead.

I received this from the first (green) bag during Superbloom. When I tried casting it on a party member nothing happened. For the heck of it I cast it on myself and it just consumed the item with no buff or reward.

Spent the evening doing this with my friend, they were able to give themselves the quest and the resulting buff. This had the added benefit of the buff not 'dropping off' with all other buffs visibly adding to the self cast one. Hard to tell but even with my first buff on them vanishing it still seemed to stack just invisibly.
So, my two cents - give yourself the buff first then get some friends to add to it for your own peace of mind.

Did the quest chain the other night and just leaving some info here. If you are horde and the friends in your group are alliance and they give you the 50% buff, it does not work! However I found out if you make your own party using the custom tab in LFG, you can use this item on yourself and then gain at least one of the +50% buffs after completing the 100% bar from this quest.

You can use this in a raid, doesn't have to be in a party. Also, it appears you can't use on the same person twice, including yourself.

So to get this straight, in order for the buff to stack one must give tattered dreamleaf to another party/raid player and after completing that quest the other member must turn in the quest and give the item back to you?

For some reason, I have all Songefeuille en lambeaux-s in my bags even after I finished Se retrousser le manche : la songefeuille de l’ombre. I guess I should delete them?

I'm not sure if this helps anyone. I just got the axe today, and have been seeing "Invalid Target" every time I tried to use a Songefeuille en lambeaux on someone. Please don't take this as 100% fact, but from a lot of trial and error I think I may have figured it out.

You can only use Songefeuille en lambeaux on someone who has not already done the quest once. Once they complete it, they can then use their leaves on your for a stacking buff. Do a bloom with them, then don't open your bags (the ones from the Superbloom, the Green, Blue, and Purple bags). Follow your friends to Ohn'ahren Plains, they turn it in, they use it on you (or come back to you), then open your bags!

You/Your friends can enter this in game to see if you've already completed this:

/run print(C_QuestLog.IsQuestFlaggedCompleted(77838))

This has been working, and explains the invalid. It also explains why I could not use one on myself, even though a lot of posts said we can; because I completed the quest helping a friend months ago.
