Is anyone else disappointed that the bottom of the robe is not available as a standalone piece?

I can see the fur on the bottom half being used in a number of transmog sets.

These sets are obtainable by Island Expeditions. It appears that the difficulty does not matter, but theme/kind of enemies that are on the island.
None of them are class limited, but some are identical to prevoius existing sets and can be mogged by everyone with this amor type now.
