To be able to start progress on the Fragments d’histoire achievement, you first need to speak to Emilia Bellocq in the Waking Shores at 75.4, 33.8. Ask her what she's doing on the Dragon Isles and you will be able to start collecting the different quest items.

For the Fragments d’histoire achievement, you must first talk to Emilia Bellocq in Rivages de l’Éveil in the Wingrest Embassy and then bring 10 loose pieces of statuary on the Dragon Isles to her.
You can collect all the pieces at once and get a quest for each piece you collect.
You can turn in all the quests at once at Emilia Bellocq, after that you will get the achievement Fragments d’histoire.
After the achievement, you can buy a Statue de dragon ornée at Emilia Bellocq for 200 gold.

The loose pieces of statuary can be found on the Dragon Isles in the following areas:

Rivages de l’Éveil

First, approach Emilia Bellocq at the Wingrest Embassy. She works by the large dragon statue at the back foot.

VERY hard to see and a very tiny click target on the statue's right side ankle (the same side missing the arm).
