Alright so here is where I am with this. Got 50 Ash Feathers, got 7 Smoldering Phoenix Ash and 20 Phoenix Stone. Griftah sells the item required to get the feathers, he also sells an item with a 2 hour timer known as crumbling-elemental-stone and weirdly a Lucky Tortollan Charm. After you use the Charm, the npc's nearby sell Scroll of Combustible Critters. In the Scalecracker Keep (waking shores) area there are Lava hatchlings that only take 1 damage from this scroll. The other things I am going to try is phoenix bosses in old raids and Rag. The thought process I have is I need to somehow imbue the items together with fire. I feel I need more Smoldering Ash first though.

A good spot to farm these is outside the cave to Turboris, in The Slagmire. You can easily jump shards with the group finder with people that are doing the weekly quests in the area.

I farmed my 15 by killing all the phoenixes before Chargath in Neltharus normal mode, I got 1-2 per run!

The best spot for me was at The Slagmire, Waking Shores, Coordinates 32.35, 54.60. There were six phoenix on the ground and two that fly overhead to grind through. By the time you kill all eight, they start to respawn. The Qalashi patrols are close but never close enough to aggro. Took me about 90minutes to get 15x Smoldering Phoenix Ash. Also a great place to watch for Ash Feathers (for the secret battle pet) as well!

Finished farming this portion up in a little under 2 hours, using the Slagmire (Waking Shores) recommendation from various comments. I did not shard hop and I am on a high-pop server, so there was a touch of competition here and there.

I would highly recommend that you grab the Amulette à plume cendrée from Eskrokar before you drop in to farm these, as the Plume cendrées you need (50 of) will spawn in the open world around you as you are farming for the Smoldering Phoenix Ash. I had 50 Ash feathers well before my 15 Smoldering Phoenix Ash, so it saved me the additional step of a separate farm in the long run.

After completing this double farm, take the collected items and your Talisman de cendres de phénix to Tarjin l'Aveugle and enjoy your new pet!

With the quest "Hands-Off Operation" you can use the dragon to fly over the Shas'ith portal and port to the "first" version of the Obsidian Citadel (e.g. when you were repairing the Oath Stone) which results in far less competition when hunting the Phoenix's at around 32.69, 54.50.

Rotate on these 2 spots, and realm hop, fair ammount of Phoenix's on both spots.

How to get the pet:

Step 1: Before you start, make sure you have done the Worlds of Draenor campaign quest at least 5/9. You can check from this achievement Travailler d’arak-pied. You can also confirm this by going to 52,40 in Flèches d’Arak and check if you can see Zektar. If you can see him, go to step 3. If not, go to step 2.

Step 2: Head over to coordinates 37,18 in the northern part of Flèches d’Arak and find Azik, who will give you the quest Les ombres de Skettis. Keep doing the quest chain until you are at least five out of nine from the campaign quests, where at that point you will have Anzu give you the quest Le culte des corborateurs. Go through the questline until you get to the quest Une audience auprès du grand corborateur, which will take you to visit Zektar and you are now able to purchase items from him. Now that you know you can see Zektar, it’s time to start the grind!

Step 3: To purchase the Talisman de cendres de phénix from Zektar you need one Braise de phénix étincelante, 20 Cendres de phénix inertes and 10 Cendres de phénix sacrées.
Braise de phénix étincelante - You can only get this item when the Cataclysm Timewalking is active. Find a raid group for Terres de Feu and defeat Alysrazor, who will drop the Braise de phénix étincelante for everyone in the raid group. No previous quests are needed to get the item.
Cendres de phénix inertes - This item drops from Elémentaire de brûlure at Fireplume Ridge in the center of Cratère d’Un’Goro. You are going to need 20 of these and unfortunately, the drop rate for this item is pretty low. Ideally you join a group and everyone can loot each other’s mobs. The Elémentaire de brûlure shares its spawns with Brasier vivant, so make sure you kill both.
Cendres de phénix sacrées - Head back to Flèches d’Arak and look around for cookpots around the area, and you will find the Cendres de phénix sacrées inside of the cookpot. These have a respawn timer of between 15 to 30 minutes, so if you don’t really want to be flying around empty cookpots, just sit and wait for the ash to respawn in a cookpot and keep doing this until you have all 10.

Step 5: Next you need to collect 20 Plume cendrée and 15 Cendres de phénix incandescentes from the Rivages de l’Éveil.
Plume cendrée - To see these items, go to Eskrokar and purchase Amulette à plume cendrée. Using this item will give you a 1 hour buff enabling you to see Plume cendrée on the ground close to Oisillon de lave and Phénix de lave.
Cendres de phénix incandescentes - These drop from Oisillon de lave and Phénix de lave in the Rivages de l’Éveil. Item is a bit of a rare drop so be ready to dedicate some time farming these.
Tip: Purchase the Amulette à plume cendrée before you start farming the Smoldering Phoenix Ash and collect the Ash feathers at the same time.

Step 6: Once you finally have all the items, that is, 1 Talisman de cendres de phénix, 15 Cendres de phénix incandescentes and 20 Plume cendrée, head over to Tarjin l'Aveugle all over to the west side of the Rivages de l’Éveil, coordinates 16,62, where he will have a quest called La légende du phénix, which will give you the pet in exchange for the items you collected.

And gratz! You’ve got yourself the Phénix ailes-à-vœux pet!

A really good spot to farm most of these birds is here in Scalecraker Keep in The Waking Shore. Fairly quick spawn rate and easy to avoid all the elites if you are lower geared.

couple nice spots in scalecracker keep. a small cliff at 65,23 has a lot of phoenixs in one area. a big cliff at 64,29 also has a good group you can wrangle up and aoe too.

the lame part is the respawn is annoying and the fact that you are still in combat for like 2-3 secs after they die because of that stupid rebirth mechanic.

Absolutely rubbish drop rate, there is no way this is as high as wowhead states at around 3-4%. I'm having to kill hundreds of these things to get one drop. It's been hours and I only have a small handful and this is with realm hopping like a crazy person.
I was prepared for the terribleness that was the inert ash, I was not prepared for this however.

I've found the fastest way to farm these god-forsaken things is to run Neltharus Normal and kill the birds in the first two rooms off to the right on the way to the first boss. I got 4 ash in the first 4 runs, compared to the 1 ash killing birds outside in waking shores for 3-4 hours.

I got one of these off of Invoq in Zaralek Cavern. According to the "dropped by" list, Emberdusk also drops this. Drop rate is probably low.

Neltharus is the way to go here, the first 2 rooms before boss! I got 2 on just my first run, did it alone on normal. Better drop rate than those Inert Phoenix Ash.....

@Selenys' Neltharus farm is a great one to speed this one up. Just hop in Normal, incapacitate one of the 2 elites near entrance and deal with each one by one, if you can, then head right from there, there'll be some phoenix packs, some alone, some with some Qalashi mobs. I think 400+ ilvl is enough to deal with all with some ease.

30+ Clears of the opening 3 rooms in Neltharus yielded three ash drops. I wouldn't call it a "great" place by any means.

Neltharus Normal, go in, go right towards boss and kill all birds between start and Chargath.
Each run took ~3 minutes, as a 437 prot paladin I was able to solo it in 2 pulls per run. Listed as a 4% drop chance, 18 birds per run

I got 7 of these in Neltharus, up to the beginning of the room with Lahar, before my "too many instances" restriction kicked in, so I guess 10 runs. There are two groups of 3 on perches right inside that door, plus a couple more attached to Hunter mobs, plus ~4 outside the room. So, about 7 drops out of 100-120 kills, if my math is right.

Edit: got 7 again, in the next round of max-allowed runs.

Just to add one more to the neltharus drop rate comments:

I was getting about 1 ash every other run, and killing 14 birds per run, so about 1 in 28, which is very close to the 4% currently reported by wowhead. Given these runs were taking me about 3 minutes each, and you need 15 total ash (so 30 runs), expect this to take about 1.5 hours, with added time for "too many instance" every few runs - during which time you can write an overly detailed wowhead comment :-).

I did this on my 420 ilvl Season 1 main (warlock) so this could be done a lot faster, but is doable for non-max gear players. My route was to do it in 5 pulls:

1) 2 wardens at entrance
2) turn right, kill 2 hunters + 1 bird
3) the next 2 packs of birds together - one straight ahead, and one in the archway to the right
walk into the room on the right (on the way to chargath)
4) 2 packs of birds - one set is perched on a pole right as you walk in, and the other is on the pack wall on the stairs sitting on a rock
5) In the same room, there are 2 birds in packs with other mobs. You can kill the birds, loot, and run out without killing the big guys

One of the worst drops ever, two days in two hours at a time, 3 drops! found a spot north The Slagmire as quoted four ish birds but the drop is terrible i thought this game was meant to be fun!

Neltharus is 100% the way to do this. The Phénix apprivoisé inside the dungeon have the same drop chance (4%) as ones in the open world, but the density is much higher, and you can reset the instance to respawn them.
RNG is RNG and some runs will yield 0 ashes, but don't let that discourage you into wasting your time outdoors.

This is only for the people who really REALLY want the pet. As for Neltharus, if you have crap RNG (like me) you'll run into you've entered too many instances. The drop rate for the Smoldering Phoenix Ash is just plain awful.

By far, the easiest way to get this is to be in a low-pop server. By the time you finish grabbing them from the phoenixes around Dragonbane Keep, they've already respawned.

After immense frustration with both the low drop rate and trying to farm the Obsidian Citadel with a non-Plate iLevel lower than 430, I found that Scalecracker Keep is indeed a much less stress-inducing farming area. To ease the grind on anyone else following after me, I present suggested landing spots to cycle between for maximum phoenix access. (Forget Neltharus.)

The phoenixes in flight were all determined to be 'within Druid reach' (moonfire) -- but might be problematic for Evokers.

'Phoenix Rock' /way #2022 64.49, 29.09 - About seven birds on the rock, one may be circling overhead; don't kill the big ones or the hatchlings, they won't help. Thank you previous commenters for this location!
'Rock Across from Phoenix Rock' /way #2022 62.92, 30.22 - single bird sitting
'Tent Anchor Rock' /way #2022 67.34, 28.05 - one settled on point of rock, two or three circling.
Please be aware that if you reach the two phoenixes who hang out on the tent itself, that they WILL fall through to inside and be impossible to reach before the Smoldering Feathers spawn new birds.
'Obsidian Hornswog Falls' /way #2022 68.23, 29.35 Slightly out of reach from the Tent Anchor Rock waypoint but just downhill from it, there's two more phoenixes circling over the lava outflow from the falls.
'High Rock' /way #2022 66.03, 23.88 - three phoenixes circling
Edited to add: Credit to sippycup back in April who noticed that under 'High Rock', which does look rather like a claw (or maybe even a roaring drake), there's a whole literal nest of four phoenixes which I'd missed before.
'Lava Vent' /way #2022 62.88, 24.37 - three phoenixes who circle over the lava. This is an awkward spot and may have line of sight issues for shorter races. Also, the dead birds might fall through the rock. Yay, bounding boxes.

This is a horrible, horrible drop rate! The only, somewhat redeeming factor is that these birds are skinnable so do this farming on a skinner! I have almost 200 pieces of leather now - zero Smoldering Phoenix Ash but lots of leather.

Don't know what everyone else experienced, but it seems to me that at the very least Smoldering Phoenix Ash won't drop at all in a party. I did the Neltharius method, got 3 in the first two runs, called in my buddy to make it faster. Proceeded to get 0 after like six runs, dropped group to test if that was the problem, and got one on my next run before getting instance locked.

Obviously due to the drop rate it's certainly possible it's only a coincidence, but he didn't get a single one either. So I'm suspicious that you can't do that step at the very least while grouped.

things like this, I don't sweat. If I get them, cool; if not, no sweat. Only thing is - in this expac, there're sooo many different items for sooo many different goals - too much. Overwhelming. BS fatigue.

As of 1/31/2024 After 40 kills at the location nearest Griftah I received 0 Ash, but managed to collect all 20 feathers fairly quickly.

I switched to the Neltharus method and I received 14 in 10 runs (hitting the hourly cap) - 0 - 2 - 2 - 4 - 1 - 1 - 0 - 3 - 1 - 0. I should also note that I missed 4-5 birds on the first 3 runs lol. I can confirm that the feathers also still spawn in the dungeon. As a 484 brewmaster the runs took roughly 2-3 minutes each. Watch out for the Qalashi Hunter "Binding spear", it's a 10 second incap that can still easily get you killed.

I killed another ~30 or so outside to receive the last ash (and first outside of the dungeon...)

This is what follower dungeons are made for, but I'm not sure it drops in follower dungeons.

edit: They do! And the added bonus, besides having a tank and some extra bad dps (and a healer, although I'm playing in heal spec), is that you can just exit the instance when you're done and requeue without having to run out!

This worked well, it took me about 15 runs to get 12 ash, with each run taking 3-4 minutes.

This drop rate should be illegal. However, with the release of follower dungeons there is at least a way to make the farm more efficient. I like to farm these at the same time as Cendres de phénix inertes, so I just do follower dungeons for Neltharus in the downtime waiting for the elementals in Un'Goro to respawn. You can even put on the Amulette à plume cendrée, as the Plume cendrée will spawn both in Un'Goro as well as inside Neltharus.

This is maddening and the worst quest ever. I have been at the smolderimg ash 2 days now and only have 7 . If I didn't want the pet so bad I would trash this and not trash Blizzard for the horrible drop rate. We have lives ya know

Step 0 (optional): pick either a stealth class (mage counts) or a very movile class
Step 1: Queu for Follower dungeon Neltharus
Step 2: Run all they way up to the first boss (not including him) leaving the bots behind and then run back towards your team.
Step 3: AoE and loot
Step 4: leave instance and repeat
